That's 32 counties that are updated to the new accuracy standards.
What's the timeframe for completion of the accuracy upgrade?

Today, the Census Bureau released the 2006 First Edition TIGER/Line 
files.   This release includes 1,674 counties that have a spatial 
accuracy of 7.6 meters or better.

The files are available for downloading at 
http://www.census.gov/geo/www/tiger/tiger2006fe/tgr2006fe.html

The list of counties spatially enhanced counties can be viewed at
http://www.census.gov/geo/www/tiger/tiger2006fe/tl06femtaip.txt

GISTOOLS.COM now offers their TGR2SHP program free to the public.    
This program will easily convert TIGER/Line files into ESRI shapefile 
format.   The software can be downloaded at
http://tnatlas.geog.utk.edu/downloadfree.htm
