Hi All,
This is a bit of a workaround but it the USGS maintains a database and 
website called "Active mines and mineral plants in the US"  you can view 
it here :  http://tin.er.usgs.gov/mineplant/index.shtml.  (by the way, 
the USGS has this data as a Web Service also, read about it here  
http://mrdata.usgs.gov/web.html)

The database are points (lat/long) and so your contractor will then need 
to go to the imagery for that point and trace the outline of the mine.  
This would at least save them a bunch of time to figure out how many 
mines are in the studya area and physically where they are.
