>From what I know about it (which is not much) ArcReader is just for
ArcMap published documents (pmf maps), but I do believe ArcExplorer
could be downloaded freely and used to view geodatabases if that is what
you are trying to accomplish (distribute a maneuverable dataset and not
a map)...

It is my understanding that ArcReader is simply a viewer of the

maps. It is the published map that references back to the geodatabases.
