[OKGIS] GIS software funding - request for information

We are currently working on centralizing our GIS software licenses and
establishing a new funding source to pay the annual maintenance cost on
our licenses.  I am wondering how other government agencies pay for the
cost of maintenance on licenses in a centralized software environment.
(By centralized, I mean that all licenses will be concurrent use and
housed on one server to be made available to many staff in the agency).

Our current funding arrangement is for the programs who bought the
licenses to pay maintenance on their own but they are mostly single-use
licenses and not available to staff outside of those programs.  We are
considering several different options for the ongoing maintenance,
including funding from some general pot of money, or billing program
areas by the number of software users, or billing by user per hours
used.  We'd appreciate any info about how other agencies have worked out
this funding.
