Thanks. I'll check with DEQ. The attribute field in the data at OSU is
17 bytes long but it still lacks the last two digits.

coverage.

I can't check this for sure (internet at work is agonizingly slow), but
it appears that OCGI at OSU has what you need:

Taking a look at the metadata, we find:
Attribute:
Attribute Label: WBID1
Attribute Alias: WBID1
Attribute Type: String
Attribute Width: 17
Attribute Precision: 0
Attribute Scale: 0
OK520500020230_10 is 17 digits, so I assume that this particular
shapefile has the unmolested field. Hope this helps.
