All we have is ArcView and it looks as if we need ArcInfo or ArcEditor to perform the conversion.
Thanks everybody!

This explains how to convert PC ArcInfo annotation to geodatabase annotation. Though not exactly what you asked for, it may still be of some help.

Subject: [OKGIS] PC ARC INFO to ARCGIS
Hello!
We are looking to convert our data from PC ARC INFO coverages to Shapefiles to be compatible with ARCGIS 9.2.
Is there anyway for us to convert our annotation to a shapefile?
I have tried and it comes back as lines.
Any suggestions would be appreciated.
