If you're using ArcMap, you're looking for the dissolve function in the
toolbox-Toolbox|Data Management Tools|Generalization|Dissolve. If you
want non-contiguous pieces with the same serial number to be one feature
you leave the mutipart option checked (this is the default); if you want
these to be separate features you remove the checkmark. However, even if
you uncheck the multipart option any summing operation (as in adding up
areas of the individual pieces) appears to sum up the separate parts.
I'm not surprised you may have had trouble finding this tool. It's
really hard navigating through the 20 or so folders and myriad
subfolders to find a specific function.

All,
Does anyone know how to Merge based on attribute? Or is there a way?
(i.e. I have Serial numbers that are the same for multiply tracts, and
need to turn them into one feature).
