If I understand you correctly, I would recommend a Dissolve. If you want all
features with the same value to be a single feature, ensure that the allow
multipart features is also checked.

Does anyone know how to Merge based on attribute?  Or is there a way?

 

(i.e.  I have Serial numbers that are the same for multiply tracts, and need
to turn them into one feature).
