This is what I have used in the past. I've only used one gauge point so didn't ever need a layer but you can search their site for the data.

Subject: [OKGIS] Stream gauge data layer

I'm trying to get an estimated historical inflow into a small reservoir
in a small Oklahoma watershed that has no stream gauges, so I was
wanting a GIS layer with the active and inactive steam gages located
nearest to my location. I could then select which stream gages may be
the most useful and then go after the historical records for those
gages. Does anyone know where I could find this?
