Brad, you are correct it doesn't matter as long as you know, but we standardized on the directionality of low to high  from our origin and it helps us know which is our left from to and which is our right from to for our address ranges and our impedances. 

We flip our line segments if they come in from a different source to match our existing directionality.

It does not matter which way the road is drawn as long as you know. You will have to have a range from_to and a range to_from. So I you think about it the software needs to know which way it is going. Let me know if you need more help. There is a tool on arcscripts for managing the loine segments.
