I should have. Been more clear. It is optimal to digitize directionally with the address schema. That requires a cartesion style approach with being able to know where 0,0 is. However when dealing with multi-gov areas there will always be exceptions to this capability. An instance that will be present at all times is the abutment to the next 1, 2 ,3, or 4 or more govs. The possibility that they have the same directional schema as yours is not 50, 50 (governmentally speaking). Most agencies provide mutual support and prefer to continue some data beyond their own boundary if not for at least a mile buffer. I think it is a good point made that it is easy to compensate or fix when you understand the concepts. BTW there are more concepts to consider.
