Have you tried this? http://www.gpsu.co.uk/features.html
I've not used it (and I don't see it specifically mention GDB) but it sounds
promising.

Hi all,
I have a Garmin GDB output file that I need to convert to ESRI format. Does
anyone know of a utility for this that they recommend. I tried the AV
Garmin extension from ESRI but it just throws error codes when I try to
start it up.
