[OKGIS] LandGIS

I just heard about LandGIS. Is that another component that is within ArcGIS 9.2 or is it a separate part of it that one would purchase extra? Also, is that the only part of Arc that can read and I dentify meets and bounds? I am trying to find a land system compatible with my 9.2. Any Help?
