I am not sure the complexity of your legals, but if they are simple (e.g. 10N, 10E, 30, NW NW) then you could use the spatial calculator at Center for Spatial Analysis (http://geo.ou.edu/SpatialToolsFrame.htm).  This is also outside of ArcGIS but results in a Shapefile.

I just heard about LandGIS. Is that another component that is within ArcGIS 9.2 or is it a separate part of it that one would purchase extra? Also, is that the only part of Arc that can read and I dentify meets and bounds? I am trying to find a land system compatible with my 9.2. Any Help?
