TNRIS has an ArcIMS
map service that you can access directly from ArcMap, just like the OK aerials,
so you don’t have to download the images. The server is sometimes a
little shaky, so you might want to download them anyway.

Just
create the link like any other map service.

Natural Resource Information System (TNRIS) at http://www.tnris.state.tx.us/
They have DOQs back into the 1990s up to the present for the entire state.
