Hi all!
 
After a quick survey of the internet about the Utah parcel data, here is what I have come up with:
 
 
2) it does not seem to involve county assessors, it involves county recorders (county clerks?) and surveyors http://gis.utah.gov/gis-forum/2475 , http://www.nationalcad.org/2005survey/lr_survey05.asp?sStateID=49 , and see attached pdf
 
3) it costs State and Federal money on the order of $400,000 a year http://www.nationalcad.org/2005survey/lr_survey05.asp?sStateID=49 and attached pdf
 
4) Utah only has 980,000 parcels http://www.nationalcad.org/2005survey/lr_survey05.asp?sStateID=49 , Oklahoma has 2,270,000 parcels. Give me the same 40 cents a parcel each year ($908,000) to give the county assessors (who are doing the work) specially for mapping and we too can have a state wide parcel layer... The State GI Council would love an annual budget of nearly a million a year!
