PROGRAMMER/DATA ANALYST * - (GIS) Emphasis – OPEN UNTIL FILLED

 

Division:  Wildlife                                                                      

Location: Office will be located in Stillwater, OK.

Salary: $3,111.90 monthly + excellent state benefits

 

* Position is funded through a grant for two (2) years.  Continuation of the position is contingent upon future funding.

 

Summary of Job Duties:  Will be responsible for assisting with the development of a cooperative 5-state Lesser Prairie Chicken Spatial Model.  Under the supervision of the Programs and Research Supervisor.  Participate in the development of both short and long range wildlife management plans and research projects.  Responsible for planning, organizing and directing the successful completion of assigned projects within pre-determined guidelines.  Observe and analyze scientific data and prepare/submit detailed reports.  Serve as Department advisor and representative in areas of special expertise.  Will have extensive contact with public, private individuals and groups.  Work extensively with GIS professionals and other government and private conservation organizations.  Specific Job Responsibilities include:  Handle or coordinate data entry, compile and/or convert digital data as necessary.  Analyze spatial and attribute data using GIS software, display data through the use of maps, reports, charts and tables using plotters and printers.  Create, maintain and update data bases using GIS, computer aided drafting, and other software; develop and maintain links between various data bases.  Manage multi-faceted GIS projects both independently and as a member of team(s).  Customize application software to provide GIS capabilities to agency personnel through easy to use, Windows-based interfaces to maximize their productivity.  Conduct mapping research, in the field and in the office, to resolve conflicting information and ensure the accuracy of the data; verify map information and make changes as deemed appropriate according to needs of the project.  Stay informed and proficient in skill levels as new technologies emerge.  Prepare technical presentations using the GIS interface and using graphics software to view and present images.  Provide technical support and assist in training others in fundamentals of GIS and related subjects and skills.  Regularly advise supervisor and other project team members on status of projects, and progress toward meeting all deadlines.  Note:  The responsibilities listed are not necessarily all-inclusive and may include additional duties as required.

 

Must have the ability to walk over rough terrain for extended periods.  May be required to work extended hours, weekends, and stay overnight out of town and endure various extremes of outdoor weather conditions.  Must have the ability to communicate clearly and effectively in public speaking situations as well as in writing.  Must be able to operate a motor vehicle, 2/4 wheel drive, standard/automatic and ATVs.  Must be able to lift and carry light to medium weight materials and equipment. 

 

Education and Experience:  Requires 24 hours of certified Geographic Information System (GIS) classroom instruction and a Bachelor’s Degree in geographic information systems (GIS), geography, geology, cartography, natural resources, wildlife biology, computer science, environmental science or a closely related field or an equivalent combination of education and experience substituting one (1) year of technical experience in GIS systems work for each year of the required education.  Must be knowledgeable with Microsoft SQL and manipulating databases.  Preference will be given for course work in wildlife biology and/or GIS from an accredited college or university.  Experience in scientific study design and grant writing and knowledge of principles, practices and techniques of wildlife management preferred.

 

Knowledge and Skills: Proficient in the use of computers and software programs such as Microsoft Work, Excel, Access.  Experience in Geographic Information Systems (GIS) technologies including a working knowledge of ArcView Spatial Analyst and ArcInfo. Knowledge with Windows Server based networks and Windows based PCs preferred.  Accurately observe, record and analyze scientific data using commonly accepted scientific and statistically reliable techniques.  Exercise good judgment in analyzing situations and making decisions in collecting, evaluating and presenting information clearly and concisely.  Effectively write for scientific reports and popular articles and effectively communicate with the public and colleagues.  Work professionally and courteously with the public, colleagues, and other agencies.  Examination:  Proof of education and experience and demonstration of ability may be required.
