For data about opioid deaths, I have used CDC’s Wonder Multiple Causes of Death Database (https://wonder.cdc.gov/mcd-icd10.html)
with great success. HHS maintains a webpage (https://www.hhs.gov/opioids/about-the-epidemic/)
dedicated to the opioid crisis that is full of useful information, including links to county-level prescribing data (https://www.cdc.gov/drugoverdose/maps/rxrate-maps.html).
CMS just updated their Medicare Part D Opioid Prescribing Mapping Tool (https://www.cms.gov/Research-Statistics-Data-and-Systems/Statistics-Trends-and-Reports/Medicare-Provider-Charge-Data/OpioidMap.html),
